Because the Apple price includes labor and a warranty an the reefurbished unit yu get. They do not fix yurs.. The $9.99 is only for a the battery. You have to disassemble the iPod and replace the battery without damaging anything.
If yo do not like the Apple price go elsewhere.
You should have had a 90-day warranty on the replacement iPod, so if it indeed failed in a month, Apple should have replaced it. Did they refuse, and if so what reason did they give? Or did you wait until after 90 days to contact them?
As to the replacement price, Apple charges only US $79 for battery replacement on an iPod touch, not $150. Who quoted you $150?
