Problem with restoring iPad to iCloud backup. HELP

Attempting to restore my iPad mini to a previous iCloud backup. Everything runs smoothely, foreground restore is done quickly. Background restore begins, Apps all begin to download rather quickly, ALL the apps make it to about 60% of the way through in about 10 min but then freeze. Left it to work for 3 hours + with no progress. Repeated the restoration process 3 times with the same problem every time. Does anyone know why?

Additional information.

I've recently changed the email I use for my apple ID from my hotmail account to my gmail. My backup is accessible from the NEW gmail login that I use, however it keeps prompting me to provide a password for the old hotmail one. And when I go to iCloud settings on the iPad, it will not let me change the email for the apple ID login. Could this be related?

When veiwing iCloud settings on my iPhone, I'm able to use my new email login, and veiw the backup that I'm attempting to restore to.
