Did you Migrate this app at any point? Meaning, replaced your computer or hard drive, and migrated your apps instead of installing fresh...

I had to fomart my mac and I did a backup where I migrated my apps.

You can't migrate the Final Cut Studio apps. They install bits and pieces all over the system folder and libraries. if those files are missing, the apps can't work properly. That's your issue.
use FCS REMOVER from digitalrebellion.com (free) to uninstall FCS 3, and then install again from scratch, and update with the Software Update.
