How do I recover photos from iCloud?

One day my pictures suddenly vanished from my iPhone 4. The albums were still there, so I guess they were not deleted manually. Regardless, it still says that Photos were taking up 1.2 GB of my storage. When I looked at the iCloud storage, it says 1.4 GB used: 1.2GB from camera Roll, 0 bytes from Photo Library, and 187 MB from Photo Stream (that 187 MB contains all of the new photos I've taken ever since my photos got lost). Now I know for a fact my photos are saved in iCloud, but how do I recover them from my iPhone? All other discussions talk about restoring from iPhotos on the computer. Is there a way to just get my stored photos straight to my iPhone? (I'm really afraid of syncing my iPhone to my laptop for fear of losing data)

iPhone 4, iOS 6.1.3
