Not if the phone was purchased in the UAE. It physically cannot support FaceTime - ever....

And jailbreaking is a very bad idea:

Ah ok, even my iPhone 5 doesnt have a facetime my dad bought this from Canada...but my 4s has a facetime, bought this from china..

Your dad may have bought it from Canada, but it still could have originated from the UAE.
