Trying to use Find my iphone on a previously owned device...any ideas?

I purchased an iphone 4 from an individual, and have never been able to use the find my iphone app to locate this device. Have no problems syncing with itunes, added to icloud...still can't locate. Date and time are correct. Any ideas...
