iPad frozen - re: ICloud backup

My iPad is frozen. Message reads, "iCloud backup. This iPad hasn't been backed up in 2 weeks. Backups happen when this Ipad is plugged in, locked, and connected to WiFi" I tried syncing but the message won't clear. I also tried turning off but it won't allow it.... Frozen
