iPad 4: Cannot disable the iOS Diagnostics window

I also have this problem, have spoken to 2 AppleCare senior advisers, the first of whom had me erase the drive and reinstall everything, to no avail, then sent the problem to Engineering, who replied they had never heard of this problem. They replaced my iPad today, I reloaded my last Cloud back-up, and the same problem immediately re-appeared.

What's also strange is that the message says "…you agree that Apple may collect diagnostic data from this device, including the device serial number, device name, and daily count of call attempts."

I wonder if there is an iPhone app which is attempting to do something on my WiFi iPad. This is something engineering should know about.

In case others have the same issue, perhaps we can identify an app that's the culprit.
