Can anyone recommend a great app to make a self-published book that has drawings, text and pictures? Our daughter wants to make a children's book with her story and drawings that she can publish and print.

iBooks Author or Pages, whichever she can handle.
Both generate epubs for the store, just know that iBooks Author outputs a hybrid epub for iPad only, while Pages outputs a standard epub that will work on both iPhone and iPad.
If she wants to create an iBook on an iPad, Book Creator for iPad is another option. I haven't personally tried it, but it has good ratings and seems intuitive: https://itunes.apple.com/us/app/book-creator-for-ipad/id442378070?mt=8
