i've read a article that Apple will giving a Price cut on all of their iPad mini this april is it true?
Where do you think that we should look for this information that you can't look yourself ?
Apple does not pre-announce price cuts. Anything you may have heard is rumor only. Should Apple make such an announcement, or a price cut just appears (as is more common), then you'll know at the same time as the rest of us do.
As to student discounts, Apple does not offer educational discounts on the iPad anywhere in the world.

Apple has never had a student discount on iPads. Apple does have a student discount on some laptop and desktop computers.
