When my iphone 5 is locked the volume buttons are not working. I have to unlock my phone in order to change the volume using the volume buttons. Is this normal for the iphone 5 or is there something wrong because I know that the volume buttons can be used when locked when I had the iphone 4

When Locked, everything is locked. Volume cannot be adjusted. This keeps them from being adjusted in your pocket by mistake. It has been this way on all my iPhones from what I can remember.
The volume buttons should work when playing music, even when the screen is locked. They will not change the ringer or alert volume when the screen is locked.
Go to settings, general, accessibility, assistive touch (turn on). A small box will apppear on your home screen. You'll be able to control the volume using the touch screen.
just had the same issue with my phone. I've had similar problems with the home button.
I did the infamous 'thigh slap' with the phone (literally slap it against your thigh) and this pressed and wiggled the button a bit and then it started working.
definitely a hardware issue so rebooting the phone didnt help.
i'd suggest swapping it at the apple store if you can demonstrate that it's not working.
I was desperate coz not being able to turn down the volume is annoying! But the thigh slap did the trick! Lol.. Thank you!
