clicking "report a problem" takes me to apple website, not the problem form?

Trying to get a refund for an app that doesn't work as promised.

Click the report a problem link under the item in iTunes, but instead opening a complain form, it takes me to a generic page on the Apple website.

I've never had to request a refund before for an app, and my first experience is a very frustrating one.

Any suggestions?
