You get only one download.
As always it is your responsibility to maintain a backup copy of your content.

I did find some of the had to go to the c drive, user, music, itunes
then click on each one. It would not bring them all in. One at a time.
Well half of them
Searched through the whole harddrive but can't find them.
These were bought when they were going from 3 to 4 format.
I was told that my books and music would always be in my account enen if I didn't pay for new
monthly downloads.
That one I bought would still be there at emusic- can't find them there

Apple TVUnless you deleted it your media should still be on your hard drive even if the library has become corrupted. Your library and all other important personal data should be backed up to prevent loss. Most media purchased from the iTunes store is now subject to redownload on demand in most regions. However audiobooks are a notable exception (the publishers would need to agree to new terms) and any content can be withdrawn from the store at any time at the rights holder's request, so iTunes in the Cloud should be treated as a secondary backup, not a primary one.
Not sure what going from 3 to 4 format refers to, nor what your terms are with emusic.
