Why can't I get the device folder when I connect my iPhone to PC via USB?

When connecting my 4s to a PC via usb, I cannot get the window with the folder containing fotos and other items. It only appears a camera / scanner or windows as options to open. Why? Is it the result of upgrading to OS 6.1.3? Thank you.

iPhone is designed not to be able to transfer content that way. You can import photos and videos ( http://support.apple.com/kb/ht4083 ) but there are limits/restrictions. For example, you can sync music that you downloaded from the internet to the iPhone, but not transfer it back to a computer. This has everything to do with music rights/legal stuff, you can only transfer purchased items from the phone to a computer using iTunes.
