Error: "connection timeout occurred"

When I try to connect to a wi-fi network it comes up with "a connection timeout occurred" and won't connect.

If I reset my modem, nothing happens, won't connect.

if I reset my Airport Express, nothing happens, won't connect.

If I remove my Airport Express of any power source (and plug again), I am back in business.

What is going on?
