Startup agreement window mod

Does anyone know where the graphic or code files live in Mountain Lion for the dialog windows? Particularly I want to modify the words and/or shape of the window that holds the Agreement Window on startup if you put a file called policybanner.rftd in /Library/Security. Use to do this all the time with Res-Edit in OS 9.x.
