I want to put together an anthology of family stories with pictures and produce a hardcopy. Is this the best program to do this with? Or is there a better one?

You should determine who will publish your hard copy and then find what format they want from you. If it is .doc, for example, you should use MS Word. If it is pdf, then all kinds of apps are possible, including Pages and iBooks Author.

Whether you use pages or ibooks author or ms word or textedit, they all produce files which (in order to get a "real" hardbound book) you then have to send to someone (not apple) who prints the content onto paper and binds the pages together for you. What is it that is not clear to you about this process?
