How come OS X needs a Erase 7 pass US DoD 5220-M and a Clean Install ?

It doesn't need a 7 pass. Why would it need that? Just do an erase and then install. That's a 0-pass but the directory will be overwritten so it's perfectly fine, unless you're trying to be 100% sure you clobber all your data.
7-pass is extreme, and only if you're going to be scrapping the drive and are paranoid.
i've done all 4 with a Clean Install of OS X in Recovery . Fastest , Zero's , 3 pass , 5220 . And it doesn't matter . The problem persistently continues . It's not a matter of being paranoid , and it's not a matter of clobbering all my data 100 % . A 7 pass is my default because it is the most erasing i can do , before attempting the Clean Install of OS X , again .

You should take your machine into an Apple Store. Something is wrong and everything you're doing here and asking us is immaterial. Something is wrong, or you're just trolling us and trying to get us to waste our time.
