custom ringtone copies to library tone folder but not tones under devices. How do I get them into that folder so I can sync?

I have iTunes version 11.0.2.26 and an iPhone 4. I made a custom ringtone. I can get it to the tones folder under Library in iTunes but it doesn't show up in the tones folder under "devices" when I connect my phone. Anyone have any ideas what I am doing wrong? I have checked to make sure the ringtone has the correct extension and is the right length. Any help would be very appreciated. Thanks
