Activating my iPad mini

Hi, I bought an iPad mini at the airport and it "cannot be activated because the activation server cannot be reached'. I cant change any settings because I cant start it up. Im staying at a hotel in the US with free wi-fi. Having no trouble getting on line with my iPhone. Help please!
