iTunes will transfer the purchases made on the iTunes Store from your iPod touch to your computer. It treats all other music syncing as a one-way street, to comply with copyright laws (wont sync stuff not purchased on iTunes from your iPhone to your computer).
But, you can import the other songs from a computer backup or rip them from a CD again.
