Setting up new iPod Touch for my daughter ... help

I am at the point where it is asking for an AppleID and PW. I am okay with using mine - the household id for purchases but I would like my daughter to be able to message, facetime, find my friends etc. Essentially needing a separate iCloud account. I can control use from within restrictions. But she does not have her own AppleID and when I attempt to get one from within the app I am told that I cannot because of her age. What do I do now?
