How do I reset my iPhone ?

I tried to reset my iPhone through iTunes, it does, but soon it goes back to the wallpaper, and the computer is still downloading the app. for reset.

What am I suppose to do ?

iPhone 3GS, iOS 6.1.3

What level of reset are you trying to do? If you go to Settings > General > Reset you have several reset options available.

Do you mean restore? or update, the computer will not need a file to download for a restore, but to do an update you will need to download the latest version of iOS, To reset, take a look at this link, http://support.apple.com/kb/HT1430
