Is there a way of tranfering ownership of apps that were puurhased for an iPad on one Apple ID on a MacBook Pro to another Mac computer (iMac) that has a different Mac ID?

Basically no. The license to use purchased apps is inexorably linked to the Apple ID used to purchase them, and cannot be transferred.
See "Scope of License" under LICENSED APPLICATION END USER LICENSE AGREEMENT
Apps can be installed on all the Macs that you "own or control" that use the same Apple ID, but cannot be transferred to another.
