LED 27-inch cinema display not tilting

Monitor has been mounted to wall for a year and now we want to put it back on a desk. But now the display does not tilt. It' locked in an angle that makes having the power cord and stand connected together impossible. Has anyone experienced this? Why is this occuring? What's the fix? Should I take to Apple Store to be fixed?
