I ahve recently bought an airport extreme and Macbook Pro (i3, 4Gb, 500 GB HDD). I have conncted a portable HDD to the USB of the Airport extreme. While I am able to access it from my Mac I am not able to do so from iPad/iPhone. How do I do it?

You can't technically. iPads cannot directly read HDDs like a computer can.
You will need an app liie FileBrowser to do this. Of course all file operations will be done through the App itself.
