Q: Cannot Be Restored.

MY IPHONE 4S 6.1.2 STUCK OFF, BECAUSE IT CANNOT BE RESTORED, IT SAYS: cannot be restored at this time, because the iphone software update server could not be contracted or is temporarily unavailable. I Checked "battery" but problem isn't there or at PORT.
