Transpose MP3 Without Changing Tempo?

I'm using Logic Pro 9.

I need to transpose an MP3 file up a minor 3rd (about 294 cents). I have tried to use the "Time and Pitch Machine", but it makes the track play faster when I change the pitch (it just sounds like the effect of someone speeding up an old casette tape).

Is there a way to transpose an MP3 file without making it sound faster?

(I'm not a professional and have zero training in audio engineering and have little experience with Logic Pro, so please use layman's terms when describing functions and providing an answer. Thanks!)
