I am searching in finder for a file containing the word 'referee'. I now add a condition that 'kind' is 'document'. In the result I do not see the file I want. If I remove the condition or select kind - any It is showing the file I want. The file is .doc wordfile. When I search for a .docx file finder is locating it even if the condition is kind-document. Can this be fixed?

Try kind is text all.

Include system files which allows searching within your home directory. Spotlight's default settings cripple useful searches.

I find that a savedSearch with explict criteria overcomes most of Spotlight's default shortcomings. Do note that this is from Lion and earlier ML versions. The current on is crippled further, so it displays differently, removing useful criteria.
