ANd this problem was solved by contact itunes support..
but today is the end of my account and my credit card because the support has disabled my account And my credit card too. They disabled permanent my both of them because i am too much made a transaction (maybe $20 per 2 day)! Really what a shame policy, i made a transaction(itunes gift, in app purchase) through using my valid payment, my credit card but the support staff is not care and not giving me a chance!

I have had this issue, like others here. I have repeatedly contacted iTunes support, who have repeatedly fixed the issue for a day or two, only for it to reappear. They never once gave me any indication or reasoning behind why, or what I could do differently on my end. It is extremely frustrating to have to contact support every time I would like to make a purchase.

That message is very clear about what needs to be done, and we have no special insight or ability to determine why you are getting that message or how to fix it. What did Apple Support tell you when you asked them why the fix they are providing only lasts a couple of days?

I had the same problem for making purchase of an app. Then googled and found this 3rd page. Tried the steps.. chat with support, less than 2 minutes and I could buy again.

Jun 5, 2016 2:03 AM in response to wYkehoby kmatsu,I Got this same message the other day about my purchase (tried to rent iTunes movie on my AppleTV) not being able to be processed, and to contact iTunes support. I did get a response from support saying they had fixed the issue on their end (but they didn't say how) --- but there was no change. Same error message came up.
I Finally found tthis page --- http://macreports.com/purchase-not-completed-fix/ --- and followed their instructions on what to try if you don't want to go through Apple support. It worked.
