Flashing means DO NOT DISCONNECT (eject first before disconnecting), so it is not related to charging. Red mean very low charge. If it does not turn to amber, the battery may be worn out or is not charging for some other reason.

Did this shuffle work properly wth this computer before (connected to the same port using the same cable), and does not now? Or is this a new shuffle that was not previously used with this computer?

It's likely to be the battery, although it may not be charging for some other reason. Since the iPod does interact with iTunes when connected (so it is getting power), the USB port on computer and USB cable are probably good. So the problem is on the iPod side, whether it's the battery or not. You said you did a Restore on it already, so the problem is likely to be hardware-related (not software).

Since it's 4th gen, if it's been less than one year since purchase date, it is under warranty.
