iphone sending me crazy..

hi guys long story short.. i bought 2 iphones 3g of ebay..they were both stuck on itunes logo i sorted 1 out but i cant seem to sort the other 1 out.. the phone wont charge (i dont think) also when i plug it into the pc it says restore mode..when i click restore, the computer makes noices like im unplugging the usb in and out...anyways when i click restore after it keeps bleeping, it eventualy comes up with a error 9 message.....any help would be great, thanks 🙂

Error 9

This error occurs when the device unexpectedly loses its USB connection with iTunes. This can occur if the device is manually disconnected during the restore process. This issue can be resolved by performing USB troubleshooting, using a different USB dock-connector cable, trying another USB port, restoring on another computer, or by eliminating conflicts from third-party security software.
