I have imported two .mp4 videos into iMovie and the Precision Editor and Clip Trimmer commands on the Window menu are grayed out. What have I done? What do I do to make them available? [iMovie '11 v. 9.0.8]

You need to create a Project and drag the clips or portions of clips to the project area. For these commands to work, the Project needs to have the focus, and you need to select a clip.
You need to go to file> new movie and create a movie with the file selected like that.
