I have a iPhone 5 version 6.1.3 on Verizon version 14.2. To save data I have turned off the cellular and turn on the wifi but for some reason I can still make and recieve phone calls. What is the problem?

Phone calls do not use data.
You turned off Use Cellular Data. You did not turn off Cellular for phone calls.
If you want to turn off making and receiving phone calls you must turn Airplane Mode ON and then WiFi ON. That way both Cellular Data and phone calls will be OFF but you can still use WiFi.
I turned off Cellular but I can still make phone calls. What gives?
