My best friend just got a new iPad. She has an iPhone that gets backed up to the iCloud. We can't figure out how to sync the info from her iPhone to the iPad. Everything else works.

This really doesn't solve the problem. She wants to sync both devices, and the iPhone backs up to the iCloud. It should be easy and fast to accomplish. We've been at it for about an hour. I'm not a newbie - I've been using Mac products for 20 years, have iDevices myself.
Your original post sounded like you wanted a one-time restore of the latest iCloud backup to the new iPad.
Your second post sounds like you want the iPhone and iPad to be continuously synced, which would imply you should use iCloud as your data repository. This latter use has nothing to do with iCloud backup. Rather, it means iCloud houses your contacts, calendars, etc. so set up all devices to use iCloud. Again, backup and sync locations are irrelevant.
I never said anything about restoring data. I asked "how to sync the info from her iPhone to the iPad" thru the iCloud.
Unfortunately, nothing that has been suggested here has been helpful.

This didn't help either. I got her apps on her iPad manually, and have the adapter so I could copy her photos from her iPhone to the iPad. It's gotta be easier than this!
If she regularly syncs her iPhone to her computer it would be a simple matter to sync her iPad to that same computer and rapidly transfer apps, photos, etc. to the new iPad.
Not sure what more you want. For the most part your media files should be on a computer and synced through iTunes. Then as explain in the link in the first reply you can simply Restore a new iOS device with another devices backup and it will be a fairly close copy of the original device. Apps can re-download but all settings and app data as well as Camera Roll photos is copied from the backup file. The backup file then instructs iTunes to sync media files which need to be stored in the iTunes and photo libraries. Media files are not included in an iOS devices backup file to keep the size down. The process also can enable iCloud syncing of Contacts, Calendars, Reminders and Notes between the enabled devices.
Many times I have setup a new iOS device such as a new iPad using an existing backup file for an iPhone or iPod touch. It is a relatively painless process as long as you maintain an iTunes Library with media and your photos in folders or in an iPhoto Library on the computer. Maintaining these types of libraries is also still a very important part of making and keeping backups of your media files on a computer as well as other external storage devices.
I've got to chime in and add my voice to Stephen and Ralph's comments, all of which I completely agree with.
I cannot imagine what else you're trying to do. But perhaps if all the respones above don't help, it might be useful to refer to the iPad User Manual, which is here:

1. Erase all contents and settings (Settings>General>Reset>Erase all content and settings)
2. You'll be asked twice to confirm
3. You'll see Apple logo and progress bar
4. You'll see a big iPad logo on screen
5. Configuration start
6. Set language
7. Set country
8. Enable Location Service
9. Select network, enter password and join network
10. You'll be given 3 options (a) Setup as New iPad (b) Restore from iCloud Backup (c) Restore from iTune Backup
11. Selected Restore from iCloud Backup
12. You'll be required to enter Apple ID and Password
13. Agree to Terms and Conditions
14. Select Backup file
15. You'll see progress bar
16. Red slider will appear; slide to unlock; step #1 to #16 is fast
17. Pre-installed apps will be restored first
18. Message: Purchased apps and media will now be automatically downloaded
19. You'll see a pageful of apps with Waiting/Loading/Installing
20. When the restore process is complete, your device will restart. You should connect the device to iTunes to sync data not contained in the backup (such as music, videos, apps, and so on).
There is no computer involved. The manual wasn't helkpful.

Returning to the original question:
When you say "sync the info from her iPhone to the iPad," what "info" did you have in mind?
Do you mean "sync" (as in "keep the two in sync in the future") or "copy" (once in one direction)?
You can use iCloud to sync contacts, calendars, reminders, Safari bookmarks, notes, Photo Stream, and data from certain other applications that support it (e.g., Pages, Numbers). Accessing email accounts through IMAP will essentially sync their mailboxes across devices.
We've loaded things on the iPad, so that will all get erased if she followes your directions.
By "sync" I mean take the data from the phone and put it on the iPad. And keep them in sync. The iCloud doesn't want to sync them.
Since it's three days later, the point is moot. Thanks for those of you who were helpful.

Were you eventually able to get both devices syncing through iCloud? (You had mentioned that the iPhone was backing up there, but not whether it was also syncing there.)
