MacBook Pro Backup Storage

I'm new to apple computers. I love it so far. I've been making lots of movies. Here is my question:

I've deleted lots of movie files that i was using for iMovie to try to free up hard drive space. The space wasn't released like I thought it would be. In it's place there was 140G of "Backups". I tried syncing the MacBook Pro to the external hard drive that I have set up for Time machine. That didn't remove the "backup" file.

My question is about the backup files. are these files stored on my computer for the short term until there is space needed or is it permanent? I'd like to free up that space. I've included a snap shot for refrence.

Any help would be appriciated.

thanks.
