Not sure what you mean by "purchase the bike that cost 19.99 back"? Do you mean the App? If so, then you can go to the App Store on the iPod Touch, click on the Updates tab, click on Purchased at the top of the screen, click on "Not on this iPod", then click on the little cloud next to the app to re-download it.
