I have made my apple ID but when i try to sign in it says to add billing information and i dont want to i dont have billing information, how do i skip this part without putting an details like phne number and credit card??

If you wish to use this Apple ID and there is no None option offered, then the only alternative is to redeem an iTunes gift card.
Otherwise, you can follow Apple's instructions to the letter and create a new Apple ID with a guaranteed None option;
