transfer apps to another ipod, no cloud button

i am trying to transfer my apps to another ipod. on the page where it shows you your purchased apps all it says is downloaded, there is no cloud button to click on like the apple help page says. i have tried to sync and nothing shows up, it is updated to latest . can any one help out to tell me how to get the apps on top this other ipod?

iPod touch (2nd generation), my ipod says 4.2.1

- On the other iPod have yu tried to direclty download the apps to the iPod by:

Downloading past purchases from the App Store, iBookstore, and iTunes Store

- If you want app data too:

iOS: Transferring information from your current iPhone, iPad, or iPod touch to a new device
