You may not be able to. From the users guide:
When you take a photo or start a video recording, iPod touch makes a shutter sound. You can
control the volume with the volume buttons, or mute the sound using the Ring/Silent switch.
Note: In some countries, muting iPod touch does not prevent the shutter sound.

-setting - Sounds - do not enable ''change with buttons'' - and then put the ''arrow'' on the top, to the right (minimum)
It shouldn't make any noise then. If it still does in your country, that ''problem'' will be updated very soon.
And what is your basis for your statement that "''problem'' will be updated very soon."?
It is the country that required that the sound not be able to be muted. Just like some countries prohibit FaceTime.

That problem is a configuration problem, it has nothing to do with the countries which are prohibiting FaceTime. So Apple will "repare'' that problem, if not then in iOS7, which in coming ou in the last trimestre of 2013 (basis of statement : iAddict, Macgeneration)
The iPod 5g, has other problem, like the light regulator (because it doesn't change by itself the brightness of the screen, like with the iPod 4g.

yanniBECOOL, upon what do you base your statement? Yes it is a configuration, like FaceTime, some countries will not allow products to be sold unless they meet country requirements. For some reason some countries what the shutter sound to always be made and not be able to be muted by the users. If is were just a confirmation problem, the iPod users guide would not make the statement that it can be muted in some countries. Also, if just a configuration oproblem, it would have been fixed by now.
Regarding the 5G brightness, the 5G does not have the ambient light sensor that other iOods have.
iOS 7 has not been released and Apple has not made any announcement as to what it will include so what ever is out there is unconfirmed.

The country can't have any influence on the production (in the way the ipod are made), but they do on the OS.
First i was thinking about a problem on the software, some people in france had the same problem, but after restoring their iDevice, there wasn't any problem at all. That's why i thought that perhaps an iOS update would make this problem coming again (Apple often creates an update to resolve a problem, ike for exchange in 6.1.2). But if this problem is in ''all Russia'', then Yes we can't do anything.

Yes, like FaceTime.\ not appearing in some iOS device, the lower volume limit for EU countries, the shutter sound muting is controlled by software. But that control is based on the requirements that countries required upon Apple. The requirements are implemented on specific devices by a unique identifier on the iOS devices like maybe the serial number.
Since there is not yet OS7 released there are no country requirements yet.
