How to open lower cd tray when in windows?

I have a 2008 mac pro with the original drive in the top tray and a bluray burner in the lower tray. It's connected by sata to a spare sata plug on the mac pro motherboard. I run 10.6.8 and windows 7 in bootcamp on another hard drive.

Both trays and drives work fine in OSX and open fine with eject and alt+eject. But in windows only the top drive opens and shows up on the drive list in computers, so I can't even open the lower drive by using the eject command on its drive icon under computers.

Can anyone please advise on how I might get the lower drive door to open when using windows, and why the drive is not even showing up when in windows?
