Hi, do you mean the tmp folder?
Mac OS X: Cannot print, use Classic, start file sharing, burn discs, or update software if /tmp missing...

I have a mac book with 10.5.8 i did something stupid and now not able to move, copy any file in my system, even the spotlight is missing.
After going through few post, i got to know that this can be rectify by creating tmp in macintosh HD but unfortunately I am not geting option to creat a new folder in that.
please help me...

What did you do step by step to try to recreate tmp?
For anyone who still cares about this, I just did the same, and fixed it.
/tmp is actually a symbolic link to private/tmp
The solution was to boot into single user mode, and recreate the symlink:
cd /
ln -s private/tmp /tmp
And set correct permissions:
chmod -R 1777 private/tmp
