Q: When creating iCloud email, get "Problem Turning on your email"

Have an Apple ID and have never used the iCloud email, but wanted to set it up today and when I go to Settings on either my Mac or my iPhone and create my email address, I get the error message "Problem Turning on Mail - There was a problem turning on your email, try again."  Continue to get that message over and over even when I try again.

Any ideas?
