The camera on the 4S is quite good. It's not an SLR but it's still good. As with any camera, better light tends to get you better pictures. Also, hold the phone as steady as possible while taking pictures.

If you think there is something wrong with the camera, take it to your local Apple Store and compare with other phones.

Good focus and good lighting will help you to take good quality photos. (Hold your camera still, and possibly use flash?) Also, there are great photo editing apps out at the moment, for example Instagram which can increase the quality of your photos by applying filters and effects to your photos, enhancing the look of them.
