You would need to contact your carrier. Why do you want to do this? That number is only for carrier purposes anyway.

That is a carrier assigned number in Cellular capable iPads and cannot be changed unless your Cell carrier does it.
It you want to change the Cell number for messages, the Cell number is one that is associated with an iPhone using the same Apple ID as your Mini. You would need to change the number associated with the Apple ID for that to happen.
What exactly do you want to accomplish?
