Q: If iPod touch was stolen and I don't know the apple ID but I have serial number and bill of sell can apple stop it from being used

IS there any way to have iPod touch shut down.  I don't have the apple ID but I do the serial number and bill of cell.   I know it's being used and who is using it.  What can I do?

    There is no way to permanently block an iPod from being used. If you set up Find My iPod before the iPod was stolen, you can perhaps track it, lock it (which is just like doing a screen lock) or erase the data. If you did not set up that service, or the thief has restored the iPod or it's not on WiFi, there's nothing you can do to track or affect the iPod. Notify the police and change any passwords for any online accounts you may have used from your iPod (the iTunes Store, for instance).
