If you want to restore your iCloud backup, you'll have to begin by erasing your device. If you have any newer data you'll need to save that first. Then go to Settings>General>Reset, tap Erase All Content and Settings, go through the setup screens on your device and when given the option, choose Restore from iCloud Backup.
