Q: My App Store has disappeared and now when I click/ hold my apps, they wiggle but give me no x option to delete. ???

App Store has disappeared - and also when I have gone to delete an app, they wiggle but have  no 'x' to delete?! Help?!

iPhone 3GS (8GB), iOS 6.1.3
