If you are trying to use iTunes, see if you can download over WiFi and if you using WiFi, see if you can download using iTunes.
What entries do you have in your HOSTS file on your PC/Mac?
If you have ever used TinyUmbrella your HOSTS file could be redirecting the request to a local server or Cydia.
Look for any entries which redirect gs.apple.com and comment out or remove.
Sorry I was using Itune.
I sync my ipad with Itune.
and some how that allowed the ipad software to upgrade to after the sync.
or maybe the apple server came back online after I did a Ipad Sync.
