When I open Iphoto I get a message saying "To open, Iphoto needs a photo library. Select a libraby from the list, find another library on your computer, or create a new library that you can import photos to later. The same photo library will be used the next time you open Iphoto."

So, what happens when you make one of those choices?
It opens up the Finder
The Finder? Or a dialogue box to allow you to choose the Library...?
Download and use Find Any File to search for "Library6.iPhoto". That's a file that is unique to iPhoto libraries. If you have a library anywhere on your hard drive that file will be present and FAF will find it as it can search areas that Spotlight can't.
If you don't find a library that would explain why iPhoto is behaving as it does.
